I live in richmond, va. Each year I buy tropical hibiscus for pots on the deck. Is there any way to preserve these plants in the winter? In the past I have tried bringing them inside....to no avail.

You should be able to overwinter your tropical hibiscus either in the house as a houseplant or in a frost-free garage or basement. Here is a tip from our website that explains both ways of overwintering your tropicals:
